Bodies of the district:
Local council
- it is the representative assembly of district residents. It consists of councillors elected by district residents in direct elections for four-year terms. The term of office ends with a vow taken by newly-elected local councillors. The local council makes decisions about vital question of the district.

Mayor of a district is elected by residents of the district in direct election for four-year terms. Mayor’s term of office ends when a next elected mayor takes a vow.
Mayor is the chief executive authority of the district, representing it at functions outside the district. The mayor takes decision of all issues of the municipality which are not appropriated, by a law or by internal regulations authorized by local council, for the local council or the local board.
Mayor is the statutory body in the district’s legal and proprietary relations and employment relations of district employees. He or she is the administrative authority in administrative relations.
Mayor can intercept execution of a local council’s resolution when he or she presumes that it contravenes to a law or it is obviously disadvantageous for the district.
Unless mayor authorizes a vice mayor or other persons in single cases, he or she represents the district in relations with state bodies, legal and natural persons, designates monthly salary and bonus for the vice mayor, chief of local ministry and directors of organizations regulated by local council, institutes hers or his advisory bodies, gives public awards for credits of the district’s development, makes decisions about budget, ratifies regulations of the district.
Mayor cooperates with vice mayors and local supervisors at the execution of the office and directly controls chief of the local ministry.

Vice mayor represents the mayor at the mayor’s absence. Mayor designates extant of vice mayor’s representation.

Vice mayor chooses the local council at the mayor’s proposal, usually for the whole tenure. Vice mayor is a member of the local board. The local council designates range of agency for the vice mayor at the mayor‘s proposal.
Vice mayor monitors and coordinates activities at following sectors:
- social care, health care, pre-school institutions, primary schools and school institutions,
- entrepreneurial activities,
- cooperation of the local municipality and members of the local council,
- local taxes and tariffs,
- elaborating remuneration proposals according to the Remuneration system,
- creating conditions of action for the members of the local council,
- liabilities for preparation of papers intended for the local board and the local council,
- environment management,
- local culture and local culture of body,
- public order including cooperation with the metropolitan police and Police forces of SR,
- construction, investment, regional development and infrastructure, road-traffic management,
- cooperation with municipalities of other cities, towns and urban districts,
- cooperation of municipality with district residents, meetings with residents, office of members of council, pensioners clubs, awarding of residents, Consultant board of seniors, visits of residents, participation at scrutiny of complaints and petitions,
- municipality cooperation with natural and legal persons operating or running a business at the local district,
- theatrical performance,
- preparation of time-tables of local board and local council sessions,
The vice mayor cooperates with members of the local council, chief of the local ministry, local supervisor, heads of departments and independent accounts that operate at the sectors entrusted to the vice mayor. They serve to the mayor.

For the purpose of activity coordination of district representatives and local council, local council elects assistant secretary of the local board from the representatives of the local council for the whole term of office.

Following belongs to the agenda of assistant secretary:
- organizing of time and paper plans schedule for meetings of the local board and the local council and their regular updates,
- monitoring preparations of the local board and the local council meetings in terms of meeting a law, general binding regulations of the district and By-laws, rule of procedure of these organs and other internal documents of municipality,
- coordination of the local board and the local council cooperation with vice mayor, local ministry, local supervisor and heads of organizations regulated by the local council,
- covering education of members of the local council, mandating of representative in precincts,
- performing other task by virtue of local board or mayor.
